URGENT UPDATE – HARDSHIP PAYMENT

Hardship Payment

Gumala Aboriginal Corporation (GAC) has considered the proposal received from GIPL on 31 October 2025 and agrees to the immediate hardship payment of $2,000 per member.

GAC fully supports the intent of providing timely financial relief to members and acknowledges the importance of this initiative in addressing current hardship and cost-of-living pressures. Payments will be processed promptly once the corresponding funds are transferred from the Rio Tinto underpayments balance into GAC’s bank account.

GIPL Approval

GIPL has advised that it is currently reviewing the Members Pathway Program proposal presented at the AGM and has provided GAC with a detailed list of questions (listed below) to address prior to any payment being made to members. GIPL has also outlined the following indicative timeline for its consideration and implementation:

  • November 2025: Commence planning
  • December 2025 – January 2026: Present proposal to Trustee for consideration
  • March 2026: Program launch
  • June 2028: Program completion

GAC Position

GAC does not agree with these additional requirements or the proposed delay in payments, which are considered unreasonable given the urgency of member needs. GAC is ready to process payments to members immediately once approval is provided.

At the 2025 AGM, members were polled and expressed strong support for the following:

  • Support for the Pathway Program proposal as presented: 86.77%
  • Support for distribution of the remaining Rio Tinto overpayment balance at Christmas: 94.09%

 

GIPL’s questions can be summarised as follows:

Budget for Proposal

  • Breakdown of expenses for the proposal, including all staffing, overheads, and distributions to Beneficiaries, with a distinction between existing and new expenditure.
  • Confirmation of staff resources and office overhead cost that can be met out of the existing funding allocation.
  • 3yr forecast on expenses for this plan and assumptions for the out-years
  • Organisation chart for GAC’s administration, comparing the current structure with a new proposed structure in line with the proposal

Risk Management for the Proposal 

  • Process for how GAC staff will ensure the funds are spent in line with the Trust Deed
  • Reporting that will be provided to GIPL, including the proposed schedule of reporting

Alignment with Structured Beneficiary Consultation Process 2025

  • Requested confirmation of how the proposal aligns with the identified outcomes, particularly in relation to:
    • Reduction of administration costs
    • Implementation of financial counselling supports
    • Support for long-term financial sustainability for Beneficiaries
    • Initiatives that contribute to improved housing outcomes

Partnerships 

  • What partnerships will be used to support Beneficiaries, through partnerships with expertise in relevant areas

Compliance requirements. 

Prior to the consideration of a joint proposal, GIPL stated the requires the following from GAC:

  • Copy of the Mac Family Tree software (to support TO Beneficiary Register).
  • Copy of GAC’s Beneficiary Register, including pending, current, and past Beneficiaries.
  • A breakdown of Beneficiary distributions for FY2024–25 and FY2025–26 (Q1), including NetSuite reports detailing amounts distributed versus expenditure on GAC overheads.
  • Confirmation that GIPL will be granted portal access to view Beneficiary accounts, funding balances, and expenditure details going forward
